New global rules clear the road – The UN vehicle standards forum has approved the initial set of global regulations for fully autonomous driving systems, signaling a significant milestone in the development of self-driving vehicles. This framework, which was adopted on Wednesday by the UNECE’s World Forum for Harmonization of Vehicle Regulations, follows a decade of unrealized forecasts about the mass adoption of automated driving technology.
Standardized Safety Protocols
The updated guidelines set out standardized safety protocols and a unified approach to verifying vehicles with automated driving systems. These measures are designed to build confidence across governments, the automotive sector, and the public by ensuring automated systems adhere to stringent safety benchmarks.
“By preventing fragmented national approaches, the regulation offers clarity for manufacturers, confidence for consumers and a pathway to scale innovation safely across markets,” UNECE said.
Manufacturer Requirements
Manufacturers are now mandated to integrate safety management systems that undergo rigorous audits, spanning the entire operational lifecycle of an automated driving system. Additionally, test conditions—encompassing virtual simulation tools—must satisfy stringent validity standards, proving that automated driving systems do not present undue risks.
Ongoing performance tracking and transparent reporting are now required to evaluate how well automated vehicles function in actual driving scenarios post-launch. All vehicles will feature a dedicated data storage system for automated driving, guaranteeing the capture and accessibility of critical safety data for regulatory review.
Performance Benchmarks
The regulation stipulates that automated driving performance must be equal to or surpass that of a skilled human operator, according to UNECE. Given that automated driving systems manage all aspects of vehicle operation, from steering to signaling, manufacturers are required to showcase ‘comprehensive design, thorough validation, and adherence to traffic regulations using simulation, track testing, and real-world trials.’
International Support and Regulatory Updates
Key automotive markets, such as Canada, China, the EU, Japan, the UK, and the US, have endorsed the regulation. In conjunction with the new framework, the UN forum approved revisions to approximately 90 existing regulations. These amendments provide necessary clarifications to maintain the relevance of current vehicle regulations for ADS-equipped vehicles, even those lacking conventional driver controls.
“This strategy maintains the coherence of the regulatory framework while fostering new vehicle designs, including fully autonomous models,” UNECE said.
